District 11 2016-17 Week 2 Update

You make the call: See above video.  Throughout the season when coaches or officials bring plays to my attention, I'll try to use them as teaching moments for all of us to make sure we get plays right.  That's really our goal, isn't it?  I'm not doing this to point out correct or incorrect calls or to embarrass anyone. If I could figure out how to blur out faces, I would do that so no one knows who's making the calls.  However, i think it's pretty relevant to what we're doing when we can see each other making good and bad calls and learn from them for our own game.

The Ideal Official: 
Notices everything but is seldom noticed; has resourcefulness and initiative; has dignity of voice and manner but with no suggestion of pompousness; is considerate and courteous without sacrificing firmness; can control the players effectively and understandingly; has constant concern for the physical welfare of the players; cooperates fully with other officials; is physically able to be and is in the right place at the right time; knows what the rules say and what the rules mean.

Evaluations and Observations.  If you are lucky enough to have been observed this season, you'll start to see film and observation documents trickle out.  I'm sending them out as I receive them.  This is an opportunity to be reflective and IMPROVE yourselves.  We are only doing this to make better officials, not have you embarrassed.

January Meeting. Mark your calendars for Sunday, January 15 at 3pm in our normal classroom.  We will have snacks and refreshments, but not a full meal.

Video/Film Review.  I have access to Conway, St. James, Socastee, North Myrtle Beach, Carolina Forest, Myrtle Beach, Andrews, Waccamaw, Carvers Bay and Georgetown video.  I can probably get access to more, but I just haven't asked.  If you're ever interested in watching yourself on film, please let me know.  I also get Carolina Forest and Socastee JV films.

District 11 Hoops 2016-17 Week 1

Games are starting this week as November 28 marks the start of the regular season.  

I still have 10 of you who haven't picked up SCISA jackets. Please get them ASAP.

Unfortunately, due to a handful of football teams still being in this hurricane-lengthened football season, we've had a number of changed games, canceled games, and rescheduled games.  If you cannot accommodate the change, that's fine, just decline the assignment, there's plenty of officials who can take your place.  It's just unfortunate if it doesn't work with your schedule.

Along the same lines, we've had a rash of JV girls problems. This week alone, four girls JV teams have folded (Hemingway, Carvers Bay, Johnsonville, Green Sea-Floyds).  Of course, they'll now want to play the JV boys game on the varsity days at 4:30 or 5pm which will force varsity games to tip later.  More importantly, it will cause many of you to lose game assignments becuase these games are being moved to varsity days when you already have assignments set.  That's how the cookie crumbles sometimes.  This seems to be an epidemic in these small communities.  Hemingway coach told me yesterday that they graduated around 125 students last year, but only brought 50 total 8th graders from the middle school.


Points of Emphasis

Found a cool article about being an NBA referee as a former NBA player:  give it a view and read the article.  Here's what jumped out at me: Leon Wood, one of the two officials mentioned in the article and sole official in the video, works out 2.5 hours a day (90 min cardio, 60 strength).  Do you work out 2.5 hours a week? Do you even lift, bro?

Enforce The Rules
- This is especially important this week. Follow the rulebook regardless of our personal feelings about a specific rule. There is no room for personal interpretations. Especially as it relates to our new and less-seasoned officials.  Veterans, they're looking to you to do the right thing.  I rely on you to do the right thing and follow our prescribed mechanics and rules.


Shirts/Uniform nonsense 
- If the undershirt is visible, it MUST match the torso color of the jersey.  All other accessories (headbands, wristbands, leg sleeves, arm sleeves, tights and compression shorts) must be the same color on each player and on all members of the team. Permitted colors are white, black, beige or the dominant color of the jersey. PENALTY: The player not conforming cannot participate until the offending item meets the rules requirement.



Ball Handler Contact
-The mere act of contacting a ball handler with an arm bar, placing two hands momentarily on the ball handler, keeping a hand on the ball handler or touching the ball handler more than once must be ruled as a foul. This includes a post player. Whether or not these actions have an impact on the ball handler's ability to play is not relevant as per the email we all received last week.



Tip of the Week


Exercise patience during rebounds. If a player gets some minor contact and still handles the rebound cleanly, the contact is probably incidental. If the rebound is lost as a result of the contact, then a foul is needed. Having a slower whistle provides the opportunity to get a better feel for judging this situation.

Next week is the two nearest/first rules clinics. Monday is at Ft. Dorchester in the Charleston area and Tuesday is at West Florence. Both begin at 6pm. If neither of those work for you, please see the SCBOA's website for other opportunities here: http://www.schsl.org/scboa.htm.

I have a preliminary schedule for the October 24 scrimmages. As I said, I will need everyone to work at least 3 games. If you'd like to work more games than 3 (running clock, 18 minute halves), please let me know. We have 8 clinicians and me that will be on each court giving evaluations (oral and written). I will release this via ArbiterSports.com, so please have your business taken care of there.

We will be meeting at our new, regular time, 6pm Monday at CCU. For the rest of the meetings until the exam, we will spend time on rules study, test prep and mechanics.

If you have not submitted SCBOA or District 11 Dues, they ARE DUE BY OCTOBER 15. Please submit your District 11 Application (paper) along with your dues this week on Monday or Tuesday at the meeting or the rules clinic in Florence.

Lastly, member Mark Collings sent along these corrections to the Rule Book. I will see if I can't find something online from NFHS to link to, but here you are:

Rules Book Corrections
9.1.3a Delete the word “backboard”
9.1.3 B Penalty 4b If the second violation is by the free thrower or a teammate behind the free-throw line extended and the three-point line, both violations are penalized, as in penalty item (3).
Comment Rule 9-1 does not address the issue of players, other than the free thrower during the free throw, entering the free throw semi-circle. The National interpretation on this issue is that until the ball contacts the backboard or basket ring, anyone entering the free throw semi-circle has committed a violation. If a teammate commits the violation the ball is to be ruled dead immediately. If an opponent commits the violation it is a delayed lane violation. The free thrower shall be awarded a substitute free throw if the free throw is not successful.

Case Book Correction Page 22, Situation 3.5.3 B: Substitute A6 reports to enter the game to replace A1. A5 presently in the game, is wearing beige compression sleeves on his/her arm and leg. A6 is wearing a black headband and wristbands. Ruling: A6 is not allowed to enter the game because the rules require all team players to wear the same allowable color sleeves, headbands and wristbands. No penalty is involved. A6 simply cannot participate until the color restrictions are corrected. (3.5.3)

Enforcement of Free Throw Semi-Circle Illegal Entry & Contact
The free thrower must remain within the free throw semi-circle until the ball contacts the backboard or basket ring. The same rule applies to all other players who do not occupy free throw lane line marked spaces. Players who occupy free throw lane line marked spaces during free throws may enter the free throw lane upon the free thrower releasing the ball. A player who has entered the free throw lane legally, may not cross the free throw line prior to the ball contacting the backboard or basket ring. To do so is a violation. Initially, a delayed dead ball signal is to be displayed. If the free throw is successful the violation shall be ignored. If a defender who has entered the free throw semi-circle, contacts the free thrower, a common foul is the correct ruling. If the free throw is unsuccessful, the violation shall be enforced and a substitute free throw is awarded. If a defender who has entered the free throw semi-circle, contacts the free thrower, a common foul is the correct ruling. Whether the free throw is successful or unsuccessful, the penalty for the common foul is awarded. If the free thrower’s team is in a bonus situation, the free thrower is awarded a one-and-one or two free throws. If the free thrower’s team is not in a bonus situation, his/her team is awarded a throw-in along the end line.
NOTE: Should the substitute free throw be followed by free throws because of another foul, the free throw lane line marked spaces may not be occupied during the substitute free throw.
